  4. Advice on Applications for Financial Assistance

A majority of Vietnamese students in the UK now come on scholarships, either from:

While governmental scholarships are the most generous ones, institutional scholarships usually cover part or all of the tuition (and sometimes, but not always, contributions towards living expenses). While the best way to know about the former is via the British Council, the latter requires more patience and can be obtained by either from the British Council or each individual institution.

1. Government Scholarships/Award Schemes

Most government awards are only for undergraduate/postgraduate study/technical training, not for A-level study. For A-level study, PLS refer to the other 2 types of scholarships by colleges and other institutions.

Information about scholarships by the Vietnamese government is usually available at the Ministry of Education and Training or each relevant agency. Meanwhile, the British Council is the most important provider of information about the scholarships given by the British Government.

Currently, the following British government awards/scholarships are available to Vietnamese students, most of which are for postgraduate study only:

The first 2 can usually be applied for by contacting the British Council in Vietnam. These scholarships are usually advertised in such newspapers as Ha Noi Moi, Nhan Dan, Lao Dong, Vietnam News,.... to name a few. The 3rd type (TCT) is always nominated by the Vietnamese government. The 4th type is only for research students as clearly indicated in its title. It is up to each university to nominate candidates for ORSAS, so you should contact the university you are applying to for more information.

British Chevening Scholarships, funded by the FCO

Purpose
To bring to the UK present and future leaders, decision makers and opinion formers, including particularly able students from countries with which the UK's economic relations are expected to develop. Some 2,200 new awards are available annually from a wide variety of countries. (How many for Vietnam?)

Eligibility, subject, and duration

For study in any subject field, for those pursuing full-time postgraduate or second degree courses, or full-time research at or based in a UK institution of higher education in the public sector. Preference to postgraduates or those already established in a career. Scholarships occasionally given for shorter, vocationally oriented courses between three and six months. Scholarships cover all or part of the cost of the period of study. In countries receiving UK bilateral aid, the development relevance of the course is important.

How to apply

Selection of candidates is carried out by British Embassies and High Commissions in consultation with the local British Council representative. Applications must be made through the British Diplomatic Mission in the student's country of origin, i.e Vietnam.

Joint funding
Some scholarships are jointly funded with leading industrial and commercial firms and grant-giving foundations. These are often advertised locally in those countries where the awards are to be offered. Otherwise information will be available at the local British Diplomatic Mission or British Council office.

For more information, see the British Chevening Scholarship web pages.

British Council Fellowship Programmes

Nationals of about 70 countries are eligible for full scholarships for study at post-graduate level, through the British Council Fellowship scheme which is administered through its offices overseas. The scheme normally covers fares to and from the UK, tuition fees, living expenses and allowances for books, clothing and approved travel within the UK. The scheme is advertised through the British Council in countries in which it operates.

Applications: Details are available from the British Council overseas.

Technical Co-operation Training (TCT)

Purpose
Funded by the Department for International Development, a government-to-government scheme to develop personnel resources in developing countries by supplementing local training facilities. The training is related to other forms of assistance under British aid programmes and linked to developmental projects. About 4,000 new awards annually. It is not a scholarship programme.

Eligibility, subject, and duration
Candidates, normally under the age of forty-five years, are nominated by their government and accepted on the basis of their likelihood of returning to positions where the training and skills acquired will have a suitable impact. Candidates may be tested to establish their competence in written and spoken English. Training is available in a wide range of subjects in the economic, social and technical fields but not for the humanities, fine arts and cultural subjects, and is normally at postgraduate or post-experience level. Requests for PhD level awards are subject to special scrutiny. Duration of training is usually between three months and three years. In exceptional cases, shorter or longer periods can be agreed. Awards normally cover the cost of travel, tuition fees, living expenses, books and clothes. Personal applications are not invited.

Overseas Research Students Awards Scheme (ORSAS)

Purpose
To ensure a continued supply of high quality research students to UK universities. The awards meet the difference between the home and overseas level of tuition fees only. Up to 850 new awards each year.

Eligibility, subject, and duration

For postgraduate students of outstanding merit and research potential, liable to pay the higher fees chargeable to overseas students. Must be research students intending full-time study for a higher degree at a British university or one of four other specific institutions. Academic merit and research potential are the sole criteria governing the selection of candidates. No account is taken of means, nationality or subject field. The awards are initially made for a year, but subject to the satisfactory progress of the award-holder, are renewable for a second or third year.

How to apply
Apply through the academic institution in the UK at which you wish to study.

2. University/College Scholarships

Each university/college usually has a number of scholarships/bursaries for its students. Unlike government awards, financial assistance by universities/college vary from partial tuition or full tuition scholarships (which is most common) to full scholarships (tuition paid and living allowances provided). Information about scholarships by colleges/universities can be found in the scholarship leaflet by the British Council in Vietnam. You should also take a look at the website of each university/college you are interested in (see list of colleges/universities with scholarships). It can be very rewarding. Check even each school/faculty/department that you may want to apply as they also offer their own scholarships to the students in the school/faculty/department. All the 2 webpages above are found at the British Council Scholarship website. There are also other websites where scholarships are posted, particularly at a web site called Prospect.

4. Advice on Applications for Financial Assistance

You should always try to apply for financial assistance if you have an impressive academic record. The British Council should always be a good destination to visit regularly if you want to check the information on scholarships. You can also send emails to all the schools/colleges/universities that you are interested in and ask them to send you applications for scholarships/financial assistance. Check their web sites thoroughly as it can also be rewarding! Don't you want to save several thousand pounds? Also visit the web pages prepared by us for each school/college/university where there are Vietnamese students. Contact them if you can. Advice of insiders is always the most useful!

All academic records should be translated into English and certified by public notary offices (co^ng chu*'ng). A good record of social work and extra-curriculum activities can also be of great help.
